2020/21 Commissioner’s Grants Scheme Awards

The Commissioner’s Grants Scheme is an annual award which seeks to support initiatives which will make a positive contribution to the objectives of the Police and Crime Plan.

Schemes both large and small are benefiting from this year’s round of funding, with all applications fully evaluated and scored against strict criteria to determine their eligibility and suitability.

To engage a minimum of 52 individuals across Warwickshire, 22 perpetrators who will attend the combination of one-to-one and group format, up to 26 associated victims attending 12 one-to-one therapeutic sessions and a minimum of 4 perpetrators attending one-to-one sessions who are unable to attend group due to vulnerability or location. Women’s Support Group Family Intervention Counselling Service Small Grant Warwick 2.5 hours group therapy per month for up to 20 adult women victims/survivors, including those without children.   Monthly sessions will focus on key issues such as assertiveness, assessing new relationships, personal safety, emotional control etc, and will have guest speakers.
Aim is to improve service user’s well-being and reduce the likelihood they are re-victimised.

Personal Safety Advice Rethink – Warwick Outreach Small Grant Countywide To deliver mental health services across the whole of Warwickshire. to ensure police engagement with mental health services so that a better service is provided for those with mental health conditions at their first contact with police. Proud Youth Warwickshire Pride Small Grant Nuneaton Warwickshire Pride currently run LGBT+ youth groups in Leamington Spa and Stratford-upon-Avon. This grant will expand the project into Nuneaton where there is very little similar provision.   The group will be for 12 – 18 year olds who identify as LGBT+, where they can access support, meet other LGBT+ young people and have a safe, inclusive space where they can be themselves. The group will provide a range of educational activities, alongside a social element. Protecting people from harm. £4,000.00
Making Connexions (Elmer) Making connexions (Newbold Chapel) Small Grant Rugby Second year of funding for ‘Making Connexions’, an outreach project using a motorhome to bring local people together to reduce to reduce loneliness, isolation and vulnerability, benefiting their overall health and wellbeing and building safer communities. Youth Development Programme Wembrook Community Centre Small Grant Nuneaton and Bedworth To work with young people, providing a safe and secure place for them to meet and engage with others. Project will engage the Police & other agencies in steering young people away from the very real risk of knife crime.  Project will provide certificated training, along with volunteering and employment opportunities. Early Prevention Support Safeline Small Grant Countywide Safeline will provide an Early Intervention Coordinator to provide specialist One to One support to some of the most vulnerable children and young people in our community. The project focuses on risk of child sexual exploitation. This intervention supports vulnerable children (aged 12 – 18), who require specialist, tailored, one to one support to help them understand the risks they face and provide them with the knowledge, tools and resilience they need to help safeguard them. Culturally and Religiously appropriate Domestic Violence Services Equip Small Grant Countywide To work with group leaders and faith groups to tackle the stigma attached to domestic abuse and other harmful practices. There needs to be trusted guidance and support for women when religion and or culture is used as a tool to prevent women from speaking out. Putting victims and surivors first. Academy Level 1 Football Coaching Award Stratford Town FC Small Grant Stratford District This is to fund a Level 1 Football Coaching course to allow Stratford Town FC Academy players the opportunity to learn and develop as coaches. This will link into the club’s ethos of delivering as a community club by allowing these u18s to help organise and manage courses within the community. This will help to provide positive diversionary activity, and future employment opportunities/positive choices. Protecting people from harm. Reducing and preventing crime. £2,500.00
Stalking Victims Service Family Intervention Counselling Service Small Grant Warwick District To pilot an innovative one-to-one counselling service for victims of stalking in Leamington Spa and Warwick. Up to 10 victims of stalking will be offered 12 one-to-one therapy sessions.  There are no Stalking Advocates in the West Midlands or Warwickshire and this project seeks to plug that gap. Game On (Prevent) WCC Small Grant Countywide This project will deliver the “GAME ON” programme by REVEAL THEATRE to targeted schools in the County. The programme takes the form of an engaging workshop process rather than a passive theatrical production. Working with Secondary Schools the project offers an interventionist programme of work to inform, explore and find positive resolutions to extremist ideologies that can threaten communities with the aim of both protecting young people from harm and also prevent the prospect of hate crime. Sport for Life Skills Empowr-U CIC Small Grant North Warwickshire, Stratford, Warwick, Nuneaton and Bedworth To run four Sport For Life Skills projects as an early intervention offer for children and young people who are at risk of exploitation because of their high level of vulnerability.
The programme uses sport as an engaging way of delivering impacting messages, in areas such as Personal Wellbeing, Community Safety, Leadership Skills and Positive Choices.
Each programme will last 10 weeks, and will be delivered in the Packmores (Warwick), Bishopton (Stratford), North Warwickshire, and Bedworth. Each session will last 3 hours, and food will be provided, to ensure that children’s needs around food poverty, and overall wellbeing are checked in over, during the course of the programme.

Boxing and Fitness Warwickshire Police Small Grant North Warwickshire Borough To fund replacement of critical safety equipment suitable for children to ensure the health, safety and progression of the attendees at this beneficial community project. Protecting people from harm. £500.00
Hate Crime Charter Phase 3 Equip Small Grant Countywide In this next Phase 3, Equip will be seeking to connect with schools, colleges and community groups, especially those within the hotspot areas most vulnerable to hate. This grant is a contribution towards that phase.   EQuIP will continue raising awareness with all frontline staff, teachers, governors, various clubs and activity groups at the schools/colleges and community groups especially on the reporting of hate crime via reporthatenow.com. Restoring Our Communities Rugby CLC Small Grant Rugby This grant is a contribution towards a Redeeming Our Communities (ROC) Conversation take place in Rugby, facilitated by Rugby CLC. The organisation ROC (see website https://roc.uk.com/ ) will be employed to facilitate the single event with the support of a volunteer events team from a number of multi-denominational churches within the Rugby area. Allotment Security and safety Bulkington Road Allotments Association Small Grant Bedworth The grant is a contribution towards a new locking system for the maing ate and storeroom door at Bulkinton Road Allotments, as the site has been a repeat target of burglary and criminal damage. Prevent and Reduce Crime. £250.00
Warwick Gates Community ASB Prevention Project Heathcote Parish Council Small Grant Warwick District This grant is a contribution towards the gating/fencing of a problem secluded area on the Warwick Gates development near the shops and Community Centre. Some spaces have been hotspots for ASB and drug crimes causing significant community concern; this project seems to reduce these issues. Protecting people from harm. BYLC Road Safety Campaign Because Your Life Counts Road Safety Countywide Delivery of the Safe Road User Award to 100 pupils at various schools. This seeks to engage young people in appropriate and safe road user behaviour right at an early age. Protecting people from harm. £10,000.00
Fire Engine Wrapping Fire Service Road Safety Countywide To fund the wrapping of 2 fire engines, 1 north/1 south of the county plus a Prevention vehicle with the Honest Truth road safety messages. This is positive road safety messaging which will be visible by many road users. Protecting people from harm. £2,070.00
Biker Down First Aid Kits Fire Service Road Safety Countywide For the purchase of 300 national Biker Down starter first aid kits to be issued on Biker Down courses to bikers who attend, as it has been found very few bikers carry any form of first aid with them. This will ensure those who complete the course are equipped to respond to incidents as they come across them. Motorcyclists are one of the most vulnerable road user groups; reducing their vulnerability is critically important to road safety efforts. Protecting people from harm. £1,725.00
Could you Stop? Ansley Parish Council Road Safety North Warwickshire To provide 2 cycling proficiency courses for approximately 24 people in Ansley area.  This is to improve safety for cyclists as a vulnerable road user group. Protecting people from harm. £3,360.00
Improving Road Safety and Cycling in North Warwickshire North Warwickshire Borough Council Road Safety North Warwickshire To offer Bikeability (a cycling proficiency course) to primary schools in Coleshill. Protecting people from harm. £2,880.00
A-Frame Trailer Road Safety Branding Fire Service Road Safety Countywide To fund the production of 6 car and bike road safety messages to be used on the WFRS A Framed trailers (2.5 x 3.8 meters).   The A Frame trailers have vast areas to advertise, on either side that can be used to support the Honest Truth/THINK!/Biker Down/Bike Safe road safety messages or the courses, for the public to view them as they drive around the county or when they are at an event. Road Safety / Operation Snap promotional materials Warwickshire Police Road Safety North Warwickshire In partnership with the Operation Snap team, North Warwickshire Safer Neighbourhood Teams will encourage schools and parents of school children to photograph and report parking offences in order to discourage dangerous parking practices during school drop off and pick up times. Dangerous parking around schools is a significant community concern in many areas; it is hoped enforcement through Op Snap will encourage safer practices. It will also encourage positive engagement between concerned residents and the police.  The grant will fund banners and poster materials advertising how people can report. Warwickshire Road Safety Unit Warwickshire Police Road Safety Countywide To fund two posts within the newly designed Warwickshire Road Safety Unit. One is a second Traffic Management Advisor, and one is for a new post and role profile currently given name of Road Safety Officer. Protecting people from harm. Bike Safe Warwickshire Police Road Safety Countywide The aim of this project is to impart some knowledge to the rider from experienced police riders (Bike Safe delivered by Police) with the aim to prevent a collision by making their riding safer. Protecting people from harm. £19,804.00
Commercial Vehicles Unit Warwickshire Police Road Safety Countywide To fund a commercial vehicle unit within Warwickshire Police to target, enforce and educate drivers of vehicles 3.5tonnes and over, concentrating on: Drivers hours enforcement; Load safety and security; Carriage of dangerous goods; Construction and use; Road fuel levy; Weight offences; Stolen freight/ Plant/ Agricultural machinery. This responds to an acute problem in Warwickshire which is not provided for otherwise through business as usual and available resource by Warwickshire Police. Protecting People from Harm. Road Safety Corporate Communications Officer Warwickshire Police Road Safety Countywide The post will sit within the force’s Corporate Communications function, based at Leek Wootton, but be an integrated resource within the new Warwickshire Road Safety Unit, supporting Warwickshire PCC and coordinating partnership communications activity aligned to the newly establishing Road Safety Partnership. Continuation from 2019-20 project Protecting People from Harm. Ensuring Efficient and Effective Policing. £45,000.00
Road Safety Corporate Communications Officer – Publicity and Marketing Budget Warwickshire Police Road Safety Countywide Budget for the Road Safety Corporate Communications Officer. Continuation from 2019-20 project. £5,000.00
Special Constabulary Operational Patrol Unit – Vehicle Warwickshire Police Road Safety Countywide To fund a one-off purchase of a suitable vehicle for use by Special Constables and fitment of relevant roads policing equipment. The vehicle will be for priority use by the Specials allocated to the Operational Policing Unit and will enable them to complete additional roads policing duties, which they would otherwise be unable to do due to the lack of an appropriate vehicle meeting national guidelines for response driving. This will contribute to overall road safety in Warwickshire, helping to reduce the numbers killed and seriously injured. £35,000.00

Note: The decision to award a specific grant is made by the PCC following a robust evaluation process.  However, for grants involving Warwickshire County Council, the PCC follows the Warwickshire  County Council and PCC Protocol and takes no part in the decision making process, as he is married to the Leader of the Council.  Decisions on these grants have been made by the OPCC Chief Executive.
