Decision summary

To allocate £27,705.34 (subject to signed Ts and Cs) to Brake to implement the Independent Road Victim Advocate Project in Warwickshire over 8 months (1st August- 31st March 2022)

To allocate £2,050 (subject to signed Ts and Cs) to South Warwickshire Area Riders to implement Advanced Rider Skills for Life during 2021/22.

Both of these decisions are in pursuance The PCC’s Police and Crime Plan and the strategic priority of ‘Protecting People from Harm’ by working in partnership and reducing death and serious injury on Warwickshire Roads.

1.    Background Information:

Brake- is a pilot project that ran from early 2020 to end of July 2021. Brake is seeking to extend their initial IRVA pilot project to support those bereaved and catastrophically injured in road crashes on Warwickshire roads. The continuation of this project will support 50 unique victims in Warwickshire; deliver 400 interventions through a trauma informed approach and engage with 30 community support services. The outcomes are defined in the SENSE care model – Stabilisation – Education – Normalisation – Social Support – Engagement

Advanced Rider Skills for Life – working with RoSPA – South Warwickshire Area Riders – providing a range of rider skills workshops, literature, on road training and professional development for tutors in order to work with at least 38 new and ‘experienced’ riders in the riding season 21/22. Between June and July, the project has experienced unexpected high numbers of uptake and now require an additional funding to cover an additional 10 trainees. Overall aim to increase skills, understanding and safety of the riders in order to pass RoSPA Advanced Motorcycle Test.

3. Expected Benefits :

The whole purpose of awarding these grants is in support of reducing death and serious injury on Warwickshire roads; promoting Warwickshire  partnership working in a road safety context and targeting the most vulnerable road users – those newly qualified and motor cyclists who specifically feature disproportionality in Warwickshire KSI data.

4. Impact of not approving the application:

Not pursuing and achieving the PCC goal of establishing sustainable safer roads in Warwickshire and therefore not experiencing less casualties on Warwickshire roads.

Comments from the Treasurer

The costs will be financed from the earmarked reserve for road safety initiatives, which is ring fenced specifically for projects which will help to improve road safety across Warwickshire.
